POLICE AND FIRE COMMISSION BOARD

 

Sec. 27 1/2-01.            Police & Fire Commission - Public Resources Certification.

 

The Board of Fire and Police Commissioners may require, at its option that all applicants possess, at the time of initial application, a public safety resources certification which will provide the Board with at least the following information:

 

(1)        An Aptitude Profile designed specifically to determine a candidate's basic cognitive ability to participate in a mandated course of training for the service applied for.  The profile shall illustrate strengths and weaknesses which may be used during initial training and probationary periods.

 

(2)        A Physical Agility Profile designed specifically to determine a candidate's basic fitness for a mandated source of training for the service applied for.  The basic performance scales shall include (1) upper body endurance, (2) abdominal and hip flexor endurance, (3) upper body strength and endurance, (4) body fat norms (percentage), and (5) cardiovascular work endurance.

 

(3)        A Behavioral Potential Profile designed to identify personality characteristics and attitudes associated with counter productive behavior.  Such profile shall review, but not be limited to, such areas as:  (1) Honesty; (2) Non-violence; (3) Drug Avoidance; (4) Emotional Stability; (5) Safety consciousness; and (6) for Police applicants, and orientation dealing with a candidate's perceptions of law enforcement.  This profile shall be used as an identifier to determine the need for and in-depth clinical psychological evaluation.

 

(4)        A Historical Profile designed to provide a lifetime background of the candidate, which has been validated for informational reliability.

 

The Board of Police and Fire Commissioners has been given the option to require applicants to possess a public safety resources certification so that it may utilize it for so long as it determines that it is useful to the Board in screening applicants, as well as fair to the applicants themselves.  If a public safety resources certification is required by the board, it shall do so in a non-discriminatory way, that is, all applicants evaluated for a given position or list of eligible shall be required to possess such a certification.

 

Sec. 27 1/2-02.            Public Resources Certification Testing Firms.

 

The public safety resources certifications shall be issued by third-party testing firms found to be qualified by the board of Police and Fire Commissioners and, from time to time, the board of Police and Fire Commissioners shall post a written list containing the name(s), address (s) and telephone number(s) of all qualified third-party testing firms.  (Ord. 92-07, 2-18-92).

 

Sec. 27 1/2-03.            Police and Fire Commission -Aptitude Profile.

 

The Board of Police and Fire Commissioners may use the Aptitude Profile contained in the public safety resources certification in place of a written examination which it would otherwise utilize and the Physical agility Profile contained in the public safety resources certification in place of a physical agility test which it would otherwise utilize, provided that, if it does so for one applicant for a given position or list of eligible, it shall do so for all applicant for such position or list of eligible.  (Ord. 92-07, 2-18-92).

 

Sec. 27 1/2-04.            Police & Fire Commission - Amend Rules & Regulations.

 

The Board of Police and Fire Commissioners may amend its Rules and Regulations, as provided by law, to specify a more detailed policy and procedure regarding public safety resources certificates.  (Ord. 92-07, 2-18-92).

 

Sec. 27 1/2-05.            Police  & Fire Commission - Validity of Ordinance.

 

If any section, clause or provision of this Ordinance shall be declared by a Court to be invalid, the same shall not affect the validity of this Ordinance as a whole or any part thereof, other than the part so declared to be invalid.  (Ord. No. 92-07, 2-18-92).
